Here's the process I used to downgrade from 11 to 10.

1 - I removed IE11 and went back to IE8.

2 - I downloaded 'Internet Explorer 10 for Windows 7 for x64-based Systems' or for 32bit just 'Internet Explorer 10 for Windows 7' from http://catalog.update.microsoft.com/ I know it says Update Rollups but it does include the installer as well.

3 - Found the installer in the folder it created by looking at the name and the size of the file. For me it was 'AMD64-all-wu-ie10-windows7-x64_904bd98e3b4a99fc29acddeeb38a945232078d6f.exe' and it was the largest file at 54,403KB. Ran that and it installed IE10.

This is what worked for me.

I have also had the same experience as Jason where once I downgraded from IE11 that Windows Update then offered IE10 as an option. However for my particular situation the process up above was needed because of the closed nature of the network it was on.
